La relazione giunge alla conclusione che la Commissione e gli Stati membri sono riusciti, solo in misura limitata, a conseguire con il finanziamento delle misure per la diversificazione dell’economia rurale un rapporto costi-benefici ottimale. Ciò è dovuto alla mancanza di una chiara dimostrazione della necessità del sostegno, all’assenza di obiettivi specifici e all’utilizzo di criteri di ammissibilità e di selezione troppo generici. Gli Stati membri non hanno adottato misure adeguate per attenuare i rischi di effetto inerziale, di spiazzamento e di spesa eccessiva, dando luogo ad un impiego inefficiente delle risorse. La Corte formula una serie di raccomandazioni per aiutare la Commissione e gli Stati membri a porre rimedio a tali debolezze.
