In via eccezionale, laddove ritenessero che vi fosse il rischio di turbativa dei mercati agricoli o di abbandono della produzione a seguito del passaggio all’rpu, gli stati membri avevano la possibilità di derogare al disaccoppiamento e di mantenere, in alcuni settori, una parte di aiuti diretti nella forma esistente. Ciò valeva in particolare per i premi concernenti le vacche nutrici e/o le pecore e le capre. La relazione speciale espone i risultati dell'audit dei premi suddetti svolto dalla Corte, inteso a stabilire in quale misura gli aiuti diretti per le vacche nutrici, le pecore e le capre siano stati diretti alle regioni più appropriate degli stati membri ed efficaci nel preservare la produzione, evitando in tal modo effetti negativi a livello sociale, economico e ambientale.
