À quoi correspond cet impérieux besoin social de projeter ou de fonder, même sur le papier ou en parole, des villes ? L'histoire urbaine ne s'est pas encore vraiment penchée sur ces questions. L'ambition d'une nouvelle capitale pour le Brésil - ce que l'on appelle l'invention de Brasília - s'offre comme un bel exemple pour cerner les potentialités sociales de la ville en projet. Durant plus d'un siècle et demi, de nombreux plans sont établis pour le transfert du siège de la capitale et la construction d'une ville nouvelle. Depuis le rêve d'une Nova Lisboa caressé par les conseillers de dom João VI, au début du XIXe siècle, jusqu'à la construction de Brasília entreprise par Juscelino Kubitschek, entre 1957 et 1960, divers projets sont esquissés, mis au point ou débattus, reflets d'ambitions politiques et sociales souvent rivales. Les différents noms suggérés (Nova Lisboa, Cidade Pedrália, Imperatória, Tiradentes, Ibéria, Planaltina, Vera Cruz et Brasília), de même que l'usage original de l'histoire dans les procédures et rituels de fondation invitent à prêter attention aux capacités de la ville en projet à susciter des identités nouvelles et à reformuler des liens sociaux. Après avoir retenu le souffle de la planète lors de son inauguration en avril 1960, Brasília est peu à peu tombée dans l'oubli. Le rêve d'une ville des égaux prophétisé par l'urbaniste Lúcio Costa et l'architecte Oscar Niemeyer a été discrédité par la dictature et la corruption.
