To je bil zadnji, pa tudi najmočnejši izselitveni tok iz istrskega etnično mešanega prostora, spodbujen s podpisom Londonskega memoranduma v začetku oktobra 1954. Raziskava je postavljena na tri glavne temelje. Najprej se je bilo treba seznaniti z literaturo na temo izseljevanja prebivalcev Dalmacije, Reke in Istre iz Jugoslavije po drugi svetovni vojni. Drugi temelj je predstavljala računalniška obdelava arhivskega gradiva iz Pokrajinskega arhiva Koper, ki v svojih depojih hrani dokumente Tajništva za notranje zadeve Okraja Koper. Prav so prišli tudi številni drugi arhivski viri iz slovenskih arhivov. Poznavanje zgodovine, razvoja, metod, zahtev in glavnih značilnosti sodobnih teorij o migracijah je predstavljalo tretji temelj.
