Answers to these questions are the basis for an effective rural development strategy.; The rural poor include the landless, individuals and households with few assets, smallholders, pastoralists, rural women; and ethnic minorities and indigenous populations. Thus, the rural poor are not a homogenous group. Understanding the needs of such different groups is central to the success of the World Bank's new strategy.; This book aims to revitalize World Bank activities in rural areas by adjusting the strategic framework and formulating a programme of concrete and attainable actions.
