They constitute a significant impediment to efficient resource allocation and endanger macroeconomic stability. This paper presents a simple framework for measuring and monitoring such deficits and highlights their macroeconomic relevance. It reviews the progress under IMF conditionality aimed at correcting these imbalances during 1993-2003. The paper suggests that the extensive conditionality under the IMF-supported programs has yielded only limited progress in reducing the energy sector's financial imbalances. In conclusion, different policy options are discussed in light of the lessons learned.IMF Working Papers; Working Paper ;No. 2006/043Municipal servicesFormer Soviet republicsGovernment business enterprisesFormer Soviet republicsPublic utilitiesFormer Soviet republicsDeficit financingFormer Soviet republicsBankingimfBanks and BankingimfBanks and bankingimfBanksimfCommoditiesimfComparison of Public and Private Enterprises and Nonprofit InstitutionsimfContracting OutimfDebts, ExternalimfDepository InstitutionsimfEconomic sectorsimfElectric UtilitiesimfElectric utilitiesimfElectricityimfEnergy and the MacroeconomyimfEnergy industriesimfEnergy sectorimfExports and ImportsimfExternal debtimfFiscal PolicyimfIndustries: EnergyimfInternational economicsimfInternational Lending and Debt ProblemsimfInternational Monetary Arrangements and InstitutionsimfInternational Trade OrganizationsimfInvestment & securitiesimfInvestments: EnergyimfMacroeconomicsimfMicro Finance InstitutionsimfMining, Extraction, and Refining: Hydrocarbon FuelsimfMortgagesimfPetroleum, oil & gas industriesimfPrivatizationimfPublic finance & taxationimfSocialist Systems and Transitional Economies: Planning, Coordination, and ReformimfStructure, Scope, and Performance of GovernmentimfTariffimfTariffsimfTaxationimfTaxesimfTrade PolicyimfKyrgyz RepublicimfMunicipal servicesGovernment business enterprisesPublic utilitiesDeficit financingBankingBanks and BankingBanks and bankingBanksCommoditiesComparison of Public and Private Enterprises and Nonprofit InstitutionsContracting OutDebts, ExternalDepository InstitutionsEconomic sectorsElectric UtilitiesElectric utilitiesElectricityEnergy and the MacroeconomyEnergy industriesEnergy sectorExports and ImportsExternal debtFiscal PolicyIndustries: EnergyInternational economicsInternational Lending and Debt ProblemsInternational Monetary Arrangements and InstitutionsInternational Trade OrganizationsInvestment & securitiesInvestments: EnergyMacroeconomicsMicro Finance InstitutionsMining, Extraction, and Refining: Hydrocarbon FuelsMortgagesPetroleum, oil & gas industriesPrivatizationPublic finance & taxationSocialist Systems and Transitional Economies: Planning, Coordination, and ReformStructure, Scope, and Performance of GovernmentTariffTariffsTaxationTaxesTrade PolicySaavalainen Tapio1816653Berge Joy Mylène1816654International Monetary Fund.Middle East and Central Asia Dept.DcWaIMFBOOK9910959028903321Quasi-Fiscal Deficits and Energy Conditionality in Selected CIS Countries4372922UNINA
