Con esta frase, la autora es plenamente consciente de que la 70ª Asamblea General de las Naciones Unidas, cuando aprobó tan solemnemente en 2015 los citados ODS, tenía muy loables propósitos, centrados en la reducción de la pobreza, el logro de la educación básica y la sanidad universales, la protección duradera del planeta y sus recursos naturales y la construcción de unas sociedades pacíficas, justas e inclusivas. Pero la profesora Lambea también sabe, siete años después, que los ejes fundamentales para el desarrollo sostenible han sido sistemáticamente incumplidos por la mayor parte de los países firmantes. Y advierte que debe abandonarse la retórica hueca y poner los pies en el suelo. El libro que el lector tiene en sus manos enfoca el derecho a la vivienda desde el convencimiento de que el tratamiento jurídico del mismo ha de conocer importantes reformas de fondo. A juicio de la autora, nuestras ciudades se han construido sobre una quimera jurídica, la propiedad horizontal, algo que ha contribuido a la hiperinflación del precio del suelo y de la vivienda. Y acaso habría que comenzar a pensar en serio en algún nuevo tipo de derecho real limitado o en un tipo de propiedad diferente ... Ana Lambea Rueda es Profesora Titular de Derecho civil de la Universidad Complutense de Madrid, y tiene, junto a su extensa actividad docente, una dilatada experiencia investigadora en muy variadas materias, de entre las que destacan sus trabajos en torno a la persona jurídica, la capacidad y la responsabilidad del menor de edad y, en general, el Derecho patrimonial. Ha participado en diferentes Proyectos de Investigación I+D y en la actualidad lo hace en un Proyecto de la Comisión Europea, en el que colabora en la elaboración del Libro Blanco sobre la robótica.
