The Efficiency Relationship Between Health Expenditures, Resources, and Outcome. This paper assesses the relative efficiency of government spending on health care and education in Croatia by using the so-called Data Envelopment Analysis. The analysis finds evidence of significant inefficiencies in Croatia's spending on health care and education, related to inadequate cost recovery, weaknesses in the financing mechanisms and institutional arrangements, weak competition in the provision of these services, and weaknesses in targeting public subsidies on health care and education. These inefficiencies suggest that government spending on health and education could be reduced without undue sacrifices in the quality of these services. The paper identifies ways to do that.IMF Working Papers; Working Paper ;No. 2008/136Medical careCroatiaFinanceEducationCroatiaFinanceAnalysis of Health Care MarketsimfEducation spendingimfEducationimfEducation: GeneralimfExpenditures, PublicimfHealth care spendingimfHealth careimfHealth economicsimfHealth PolicyimfHealth systems & servicesimfHealthimfHealth: GeneralimfMedical careimfNational Government Expenditures and EducationimfNational Government Expenditures and HealthimfPublic finance & taxationimfPublic FinanceimfCroatiaAppropriations and expendituresCroatia, Republic ofimfMedical careFinance.EducationFinance.Analysis of Health Care MarketsEducation spendingEducationEducation: GeneralExpenditures, PublicHealth care spendingHealth careHealth economicsHealth PolicyHealth systems & servicesHealthHealth: GeneralMedical careNational Government Expenditures and EducationNational Government Expenditures and HealthPublic finance & taxationPublic Finance362.1Gunnarsson Victoria1722284Jafarov Etibar1722285DcWaIMFBOOK9910812625703321Government Spending on Health Care and Education in Croatia4122520UNINA
