Wichtig für das Gesamtverständnis ist dabei, daß kommunale Finanzautonomie Bedeutung für die Effizienz lokaler Finanzwirtschaften hat und nicht umgekehrt. Aufbauend auf der Feststellung, daß vorgefundene kommunale Finanzsysteme keine zufriedenstellende Autonomie garantieren, wird das gesamte System im Sinne einer umfassenden Erneuerung zur Diskussion gestellt.
