Optimal Fiscal Policy in an Open Economy""The econometric literature has been unable to establish a robust association between foreign aid and growth and poverty reduction. In this paper we argue that aid effectiveness must be assessed using methods that go beyond cross-country regressions. We calibrate a dynamic general equilibrium model that is capable of generating large income gaps between rich and poor countries. The model quantifies three sources of poverty: (i) lack of access to international capital, (ii) low schooling and high fertility (a poverty trap), and (iii) antigrowth domestic fiscal policy. We analyze policies designed to address each source of poverty and estimate and compare the aid cost of implementing the different policies. The policies differ dramatically in the extent and timing of their growth effects, and in the aid cost of their implementation.IMF Working Papers; Working Paper ;No. 2006/014Economic assistanceEconometric modelsEconomic developmentEconometric modelsPovertyEconometric modelsLaborimfPublic FinanceimfProduction and Operations ManagementimfPoverty and HomelessnessimfPolicy ObjectivesimfPolicy Designs and ConsistencyimfPolicy CoordinationimfInternational Monetary Arrangements and InstitutionsimfInternational Lending and Debt ProblemsimfFiscal PolicyimfEducation: GeneralimfEmploymentimfUnemploymentimfWagesimfIntergenerational Income DistributionimfAggregate Human CapitalimfAggregate Labor ProductivityimfMacroeconomics: ProductionimfWages, Compensation, and Labor Costs: GeneralimfWelfare, Well-Being, and Poverty: GeneralimfMacroeconomicsimfEducationimfLabourimfincome economicsimfPoverty & precarityimfFiscal policyimfCapital productivityimfProductivityimfProductionimfPovertyimfIndustrial productivityimfUnited StatesimfEconomic assistanceEconometric models.Economic developmentEconometric models.PovertyEconometric models.LaborPublic FinanceProduction and Operations ManagementPoverty and HomelessnessPolicy ObjectivesPolicy Designs and ConsistencyPolicy CoordinationInternational Monetary Arrangements and InstitutionsInternational Lending and Debt ProblemsFiscal PolicyEducation: GeneralEmploymentUnemploymentWagesIntergenerational Income DistributionAggregate Human CapitalAggregate Labor ProductivityMacroeconomics: ProductionWages, Compensation, and Labor Costs: GeneralWelfare, Well-Being, and Poverty: GeneralMacroeconomicsEducationLabourincome economicsPoverty & precarityFiscal policyCapital productivityProductivityProductionPovertyIndustrial productivityMourmouras Alex790243Rangazas Peter790244IMF Institute.DcWaIMFBOOK9910788697103321Foreign Aid Policy and Sources of Poverty3823298UNINA
