They constitute a significant impediment to efficient resource allocation and endanger macroeconomic stability. This paper presents a simple framework for measuring and monitoring such deficits and highlights their macroeconomic relevance. It reviews the progress under IMF conditionality aimed at correcting these imbalances during 1993-2003. The paper suggests that the extensive conditionality under the IMF-supported programs has yielded only limited progress in reducing the energy sector's financial imbalances. In conclusion, different policy options are discussed in light of the lessons learned.IMF Working Papers; Working Paper ;No. 2006/043Municipal servicesFormer Soviet republicsGovernment business enterprisesFormer Soviet republicsPublic utilitiesFormer Soviet republicsDeficit financingFormer Soviet republicsBanks and BankingimfInvestments: EnergyimfMacroeconomicsimfTaxationimfIndustries: EnergyimfExports and ImportsimfMining, Extraction, and Refining: Hydrocarbon FuelsimfFiscal PolicyimfSocialist Systems and Transitional Economies: Planning, Coordination, and ReformimfInternational Monetary Arrangements and InstitutionsimfStructure, Scope, and Performance of GovernmentimfTrade PolicyimfInternational Trade OrganizationsimfEnergy and the MacroeconomyimfElectric UtilitiesimfComparison of Public and Private Enterprises and Nonprofit InstitutionsimfPrivatizationimfContracting OutimfBanksimfDepository InstitutionsimfMicro Finance InstitutionsimfMortgagesimfInternational Lending and Debt ProblemsimfPublic finance & taxationimfPetroleum, oil & gas industriesimfInvestment & securitiesimfBankingimfInternational economicsimfTariffsimfEnergy sectorimfElectricityimfTaxesimfEconomic sectorsimfCommoditiesimfExternal debtimfTariffimfEnergy industriesimfElectric utilitiesimfBanks and bankingimfDebts, ExternalimfKyrgyz RepublicimfMunicipal servicesGovernment business enterprisesPublic utilitiesDeficit financingBanks and BankingInvestments: EnergyMacroeconomicsTaxationIndustries: EnergyExports and ImportsMining, Extraction, and Refining: Hydrocarbon FuelsFiscal PolicySocialist Systems and Transitional Economies: Planning, Coordination, and ReformInternational Monetary Arrangements and InstitutionsStructure, Scope, and Performance of GovernmentTrade PolicyInternational Trade OrganizationsEnergy and the MacroeconomyElectric UtilitiesComparison of Public and Private Enterprises and Nonprofit InstitutionsPrivatizationContracting OutBanksDepository InstitutionsMicro Finance InstitutionsMortgagesInternational Lending and Debt ProblemsPublic finance & taxationPetroleum, oil & gas industriesInvestment & securitiesBankingInternational economicsTariffsEnergy sectorElectricityTaxesEconomic sectorsCommoditiesExternal debtTariffEnergy industriesElectric utilitiesBanks and bankingDebts, ExternalSaavalainen Tapio1546599Berge Joy Mylène1546600International Monetary Fund.Middle East and Central Asia Dept.DcWaIMFBOOK9910788417203321Quasi-Fiscal Deficits and Energy Conditionality in Selected CIS Countries3802308UNINA
