It finds that declines in debt-service help raise social expenditures, but no relationship between grants and social expenditures. Moreover, since the mid-1980s, lowincome countries have managed to fully insulate social expenditures from the effects of budgetary tightening. The magnitude of the impact of these effects on social expenditures, however, is dwarfed by the resources needed to enable these countries to reach the Millennium Development Goals.IMF Working Papers; Working Paper ;No. 2006/180Debt reliefDeveloping countriesSocial securityDeveloping countriesBudgetingimfPublic FinanceimfNational Government Expenditures and Related Policies: GeneralimfNational Government Expenditures and EducationimfNational Government Expenditures and HealthimfNational BudgetimfBudget SystemsimfHealth: GeneralimfPublic finance & taxationimfBudgeting & financial managementimfHealth economicsimfExpenditureimfEducation spendingimfHealth care spendingimfBudget planning and preparationimfHealthimfExpenditures, PublicimfBudgetimfGuyanaimfDebt reliefSocial securityBudgetingPublic FinanceNational Government Expenditures and Related Policies: GeneralNational Government Expenditures and EducationNational Government Expenditures and HealthNational BudgetBudget SystemsHealth: GeneralPublic finance & taxationBudgeting & financial managementHealth economicsExpenditureEducation spendingHealth care spendingBudget planning and preparationHealthExpenditures, PublicBudgetThomas Alun1098448International Monetary Fund.Policy Development and Review Dept.DcWaIMFBOOK9910788409703321Do Debt-Service Savings and Grants Boost Social Expenditures3802233UNINA
