Unter Berücksichtigung des sozio-demographischen Problemdrucks sowie durch Rekurs auf ein ganzheitliches Pflegebedarfskonzept wird insbesondere der Frage der De-Institutionalisierung (Substitution stationärer durch - ambulant gestützte - häusliche Pflege) nachgegangen.
