Initiée par le pôle communiste, qui s'apparente à cette époque au PCF, cette relation est très riche tout au long de la période étudiée. Dès la Libération, les communistes cherchent d'une part à agir sur le champ cinématographique ; ils entendent résoudre les problèmes rencontrés par les professionnels dans le but d'influer sur le devenir économique du cinéma français. D'autre part, les communistes veulent agir avec le cinéma. Le considérant comme un instrument utile à la « propagande de Parti », ils encouragent la réalisation de films militants destinés à relayer le discours du PCF. Ce « cinéma de Parti » est également alimenté par le cinéma d'Europe de l'Est et plus particulièrement par le cinéma soviétique. Le projet cinématographique du PCF est donc ambitieux. Partagé par les communistes, il pose néanmoins de multiples questions dans sa mise en œuvre.
