Contemporary societies are affected by increasing conflicts over urban development projects. In the waste management sector, opposition to the construction of waste treatment plants (landfill sites, incinerators or composting facilities) has grown in spite of more stringent environmental standards and the provision of information, collaboration and participation procedures. This book examines this apparent paradox by analysing conflict/participation situations in three countries (France, Italy and Mexico) characterised by blocking public decisions despite a wide variety of intervention methods. What is the impact of planning procedures and documents? What spatial and territorial references do the opponents use? How is the law used?
