Consequently, we make an attempt to advance this literature through the construction of a “statistical capacity building index,” and then test its explanatory power on the cyclicality of government spending. Using panel data from 62 developing countries, we find evidence that improvements in this index are associated with less procyclicality of government spending over the period 1990–2012; with the significance of this relationship dependent upon the quality of administrative and technical capacity of budgetary institutions.IMF Working Papers; Working Paper ;No. 2016/209Fiscal policyDeveloping countriesIndustrial capacityDeveloping countriesMathematical modelsBudgetingimfFinance: GeneralimfMacroeconomicsimfPublic FinanceimfInstitutions and the MacroeconomyimfFiscal PolicyimfBusiness FluctuationsimfCyclesimfNational BudgetimfBudget SystemsimfForecasts of Budgets, Deficits, and DebtimfMethodology for Collecting, Estimating, and Organizing Macroeconomic DataimfData AccessimfNational Government Expenditures and Related Policies: GeneralimfGeneral Financial Markets: Government Policy and RegulationimfComparative or Joint Analysis of Fiscal and Monetary PolicyimfStabilizationimfTreasury PolicyimfPublic finance & taxationimfBudgeting & financial managementimfFinanceimfExpenditureimfBudget planning and preparationimfFiscal policyimfProcyclicalityimfProcyclical fiscal policyimfExpenditures, PublicimfBudgetimfFinancial risk managementimfFiscal policyIndustrial capacityMathematical models.BudgetingFinance: GeneralMacroeconomicsPublic FinanceInstitutions and the MacroeconomyFiscal PolicyBusiness FluctuationsCyclesNational BudgetBudget SystemsForecasts of Budgets, Deficits, and DebtMethodology for Collecting, Estimating, and Organizing Macroeconomic DataData AccessNational Government Expenditures and Related Policies: GeneralGeneral Financial Markets: Government Policy and RegulationComparative or Joint Analysis of Fiscal and Monetary PolicyStabilizationTreasury PolicyPublic finance & taxationBudgeting & financial managementFinanceExpenditureBudget planning and preparationFiscal policyProcyclicalityProcyclical fiscal policyExpenditures, PublicBudgetFinancial risk management339.52091724Tapsoba Sampawende1450947York Robert1092056Noumon Neree1450946DcWaIMFBOOK9910155014403321Can Statistical Capacity Building Help Reduce Procyclical Fiscal Policy in Developing Countries3650690UNINA
