It explores the extent to which four factors – failures of public policy leadership, analytical challenges, organizational obstacles, and the inherent problems of warning information – contribute to intelligence failure. The study applies existing theories of surprise and intelligence failure to case studies of five mass casualty terrorism incidents: World Trade Center 1993; Oklahoma City 1995; Khobar Towers 1996; East African Embassies 1998; and September 11, 2001. A structured, focused comparison of the cases is made using a set of thirteen probing questions based on the factors above. The study concludes that while all four factors were influential, failures of public policy leadership contributed directly to surprise. Psychological bias and poor threat assessments prohibited policy makers from anticipating or preventing attacks. Policy makers mistakenly continued to use a law enforcement approach to handling terrorism, and failed to provide adequate funding, guidance, and oversight of the intelligence community. The study has implications for intelligence reform, information sharing, congressional oversight, and society’s expectations about the degree to which the intelligence community can predict or prevent surprise attacks.Intelligence serviceUnited StatesEvaluationTerrorismPreventionBombingsElectronic books.Intelligence serviceEvaluation.TerrorismPrevention.Bombings.363.325/163Copeland Thomas E233109MiAaPQMiAaPQMiAaPQBOOK9910458840003321Fool me twice2119128UNINA02205oas 2200733 a 450 991014351990332120251105213014.0(DE-599)ZDB2211638-2(OCoLC)55489535(CONSER) 2004213950(CKB)111088196501380(EXLCZ)9911108819650138020040526a20059999 sy aengurcnu||||||||txtrdacontentcrdamediacrrdacarrierJournal of the International Association of Tibetan Studies =rgyal spyiʼi bod rig paʼi zhib ʼjug tshogs spyiʼi dus debCharlottesville, VA Tibetan and Himalayan Digital Library, University of Virginia2005-Refereed/Peer-reviewedTitle from publishers website.1550-6363 Rgyal spyiʼi bod rig paʼi zhib ʼjug tshogs spyiʼi dus debJIATSTibet Autonomous Region (China)PeriodicalsTibet RegionPeriodicalsTibet Autonomous Region (China)HistoryPeriodicalsRégion autonome du Tibet (Chine)HistoirePériodiquesRégion autonome du Tibet (Chine)PériodiquesTibet historiquePériodiquesChinaTibet Autonomous RegionfastTibet RegionfastHistory.fastPeriodicals.fastEast Asia951Tibetan and Himalayan Digital Library.International Association for Tibetan Studies.NSDNSDDLCTJCMUQCLUOCLCQOCLCAIULOCLCQOCLCAOCLCFOCLCQBWNVT2OCLCQOCLCOOCLOCLCQOCLCLOCLCQJOURNAL9910143519903321Journal of the International Association of Tibetan Studies1965529UNINA
