"Pflege und Pflegebedürftigkeit sind in aller Munde. Die vielen Reformen des SGB XI zeigen, dass eine zukunftsfeste Lösung schwierig ist. Jeder will gut gepflegt werden. Aber was bedeutet eine hohe Qualität der Pflege, und wie kann es dem Staat gelingen, diese zu steuern? Dazu werden mögliche Lösungen und Grenzen aufgezeigt, vor allem, wenn die Pflege durch nichtprofessionelle Pflegekräfte erfolgt. Durch eine getrennte, aber parallele Analyse der Qualitätssicherung bei der Pflege durch professionelle beziehungsweise durch nichtprofessionelle Pflegekräfte können die vorhandenen Instrumente |

zur Steuerung der Qualität verglichen werden. Der Rechtsvergleich mit Österreich öffnet den Blick für neue Ansätze auch für Deutschland.
