La « réforme fiscale » de l'empereur Dioclétien inaugure un changement majeur qui provoque, tout au long du IVe siècle, une série de pratiques cadastrales et fiscales nouvelles, interférant sur les questions foncières de façon décisive. Mais justement, en quoi consiste la réforme ? Ce livre est le récit des changements qu'a connus la fiscalité personnelle et foncière, nommée souvent « capitation », à partir de la réforme fiscale de Dioclétien. Le lien est fait entre la documentation des arpenteurs sur le cadastre et le bornage d'une part, et les textes juridiques d'autre part. L'auteur peut ainsi décrire, pour la première fois, le mécanisme complet qui conduit de l'évaluation des terres et des hommes sur le terrain, à la définition et à la répartition de l'impôt. gestion, on a institué des circonscriptions nommées fundus, praedium, casa, au sein desquelles on a regroupé les exploitations, fixé les hommes par l'enregistrement obligatoire (adscriptio), réuni les terres désertées aux terres productives. Les arpenteurs ont défini différents codages permettant de passer du terrain aux archives. Un dictionnaire de 1600 termes et expressions complète le livre et fournit un précieux outil de travail. |
