Die Finanzierung von Agglomerationen in Deutschland über die Einwohnerwertung ist Ausgangspunkt zahlreicher wissenschaftlicher und politischer Kontroversen. Diese Arbeit erhebt den Anspruch, sich einem der kritischsten Instrumente in den deutschen Finanzausgleichssystemen sowohl auf staatlicher als auch auf kommunaler Ebene zu nähern und dieses intensiv zu hinterfragen. Dabei wird angestrebt, den gegenwärtigen Stand der Diskussion zusammenfassend abzubilden, kritisch zu bewerten und substantiell zu erweitern, um so einen relevanten Beitrag zur Klärung dieser chronisch strittigen Frage zu leisten. drei zentrale Fragen «Warum wird eine besondere Berücksichtigung von Agglomerationen im Finanzausgleich gefordert? (Theorie)», «Wie wird diese besondere Stellung im Finanzausgleichssystem berücksichtigt? (Praxis)» und «Wie viel ist als Ausgleich der agglomerationsbedingten Sondersituation der Stadtstaaten angemessen? (Empirie)». Gerade vor dem Hintergrund der durch die Föderalismusreform II beschlossenen Vorgabe, die Länderhaushalte bis spätestens 2020 ohne Kreditaufnahme auszugleichen, erfährt das Thema für die Stadtstaaten und vor allem für Bremen eine hohe Aktualität und Brisanz. |
