Als die frühere westdeutsche Geschichtsschreibung die Anfänge der Ordnungspolitik in der SBZ/DDR in die demokratische Selbstverwaltungstradition der Weimarer Republik einreihte und von einem von der Besatzungsmacht "kontrollierten Pluralismus" sprach, kolportierte sie lediglich die "nationalkommunistisch" akzentuierte Geschichtspolitik der SED. Tatsächlich normierte die Besatzungsmacht von Anfang das eigene zentralistisch-etatistische Ordnungsmodell, beherrscht von einer mit dem allseitigen Machtprivileg ausgestatteten "Staatspartei". Der Konflikt zwischen Einflussmethoden der Besatzungsmacht und der Wirklichkeit löste ein nachhaltiges Durcheinander besatzungs-, reichs-, landes- und DDR-rechtlicher Normen aus. Prägnante Belege ergeben sich aus dem Vergleich der ostdeutschen mit der sowjetischen Quellenüberlieferung, weil sie nach unterschiedlichen geschichtspolitischen Interessen modelliert wurden. Die Dokumentation präsentiert Schlüsseldokumente zur Entwicklung der öffentlichen Verwaltung und Durchsetzung der "Parteidiktatur" in der SBZ/DDR und erläutert zentrale Aspekte der ostdeutsch-sowjetischen Interaktion. |
