L'effondrement de l'URSS en 1991 a stupéfié les observateurs occidentaux : l'État soviétique n'était pas le bloc monolithique si longtemps décrit. Le débat sur sa nature et son histoire a été de ce fait ravivé. L'ouvrage de Martine Mespoulet analyse un des aspects de sa formation : la constitution d'une de ses administrations immédiatement après la Révolution d'octobre 1917, pendant les années 1920, non pas à travers le discours des dirigeants politiques mais à partir de l'étude du rôle des acteurs sociaux qui ont participé activement à sa construction. La Direction centrale de la statistique, créée en 1918, fournit un cas à la fois passionnant et dramatique pour un tel propos. Passionnant, car cette administration a été organisée par un corps de statisticiens professionnels formé pendant la période tsariste et dont les membres étaient portés par l'enthousiasme d'un projet de construction du savoir au service du plus grand nombre. compromis ne fut plus possible, certains furent évincés, d'autres furent touchés par les répressions, d'abord dans le cadre de la lutte contre les « spécialistes bourgeois » entre 1928 et 1931, puis, plus tard, lors des purges de 1957. L'étude de la formation et du devenir de cette profession, des années 1880 à la fin des années 1920, éclaire par ailleurs le sort des membres des professions intellectuelles au début de la construction du régime soviétique. The Black Panther Party suffers from a distorted image largely framed by television and print media, including the Panthers' own newspaper. These sources frequently reduced the entire organization to the Bay Area where the Panthers were founded, emphasizing the Panthers' militant rhetoric and actions rather than their community survival programs.
