Ces actes concluent une recherche internationale, cofinancée par la Commission des Communautés, dans laquelle des économistes et des politologues analysent les effets de la régionalisation sur l'application des politiques communautaires agricoles et rurales, mais aussi l'effet de ces politiques sur les réseaux d'acteurs régionaux. A partir d'enquêtes systématiques dans 10 régions de 6 Etats-membres (Allemagne, Espagne, France, Italie, Grèce, Portugal), les auteurs examinent notamment l'effet des degrés différents d'autonomie régionale (du fédéralisme à la centralisation), la créativité des actions régionales, les problèmes rencontrés selon la nature des programmes. |
