Föderalismus ist unsere Verfassungstradition. Es ist eine bunte, wechselreiche, bisweilen auch ernüchternde Geschichte: Wie der Föderalismus im Mittelalter entstand, wie 1495 die frühe bundesstaatliche Verfassung geschaffen wurde, wie der Rheinbund sie ins 19.
