"Cet ouvrage présente, dans une perspective comparatiste et sur la longue durée, les moyens de mobilisation des ressources publiques des Etats médiévaux et modernes, dont les besoins de fonds sont accrus par les guerres. Couvrant six siècles de l'histoire de l'Europe occidentale, les contributions étudient les transformations des méthodes de financement (émission monétaire, fiscalité, emprunt public à court ou long terme, forcé ou volontaire, vente d'offices) et les institutions, les acteurs, les marchés primaire et secondaire des titres de dette. Elles interrogent les modèles d'organisation politique et leurs interactions avec le drainage efficace de l'argent, la construction d'une information statistique, financière et fiscale et ses conséquences sur la prise de décision des gouvernants. Elles invitent à examiner l'impact des innovations financières, les différents modes d'anticipation des ressources et les effets macroéconomiques des mécanismes de mobilisation de la richesse privée. In this book Wayne Hope analyzes the double relation between time and global capitalism. In order to do this, he cross-relates four epistemes of time - epochality, time reckoning, temporality and coevalness - with four materializations of time - hegemony, conflict, crisis and rupture. Using this framework allows Hope to argue that global capitalism is epochally distinctive, riven by time conflicts, prone to recurring crises, and vulnerable to collective opposition. These critical insights are not easily thematized in a mediated world of real-time reflexivity, detemporalized presentism, and denials of coevalness associated with structural exclusions of the poor. However, the



worldwide repercussions of the 2008 financial collapse and the resulting confluence of occupation movements, riots, protests, strike activity, and anti-austerity activism raises the prospect of a rupture within and beyond global capitalism.

This paper investigates the impact of public capital on private sector



output by testing and estimating an aggregate production function for the U.S. economy over the postwar period augmented to include the stock of public capital as an additional factor input. We use patent applications to proxy for knowledge/technology stocks and adjust labor hours for changes in human capital or skill. Using Johansen's (1988 and 1991) multivariate cointegration analysis, we find a positive and significant long run effect of public capital, private capital, skilladjusted labor, and technology/ knowledge on private sector output. We find that public capital accounts for about half of the post-1973 productivity slowdown, but only plays a minor role in the partial recovery of labor productivity growth since the mid 1980s. The largest contribution to that (partial) recovery comes from the knowledge stock and human capital.
