• Sommario/riassunto: Over the last 20 years, there has been an increasing trend towards full competition in the telecommunications industry in virtually all high-income countries and in selected developing countries, due to the driving forces of globalisation and technological change. This study examines the benefits to be gained from opening voice telecommunications markets in developing countries to competition quickly rather than gradually, as well as identifying regulatory matters that need to be tackled in terms of regulatory reform, better licensing, interconnection and universal service regime.
