La production et l’utilisation de l’énergie se modifient sur toute la planète, sous l’effet de forces diverses, les unes subies, (redistribution des besoins et des ressources de la planète, anticipation de la fin des ressources fossiles) les autres voulues (recherche de l’indépendance énergétique, lutte contre le changement climatique, compétition industrielle). La France a entamé une réflexion sur les politiques à suivre. L’Académie des technologies, à la recherche d’un consensus large, expose dans une première contribution au débat sur la transition énergétique les données techniques qui articuleront les options stratégiques du gouvernement à un horizon de 15 à 20 ans. C’est une première contribution technique qui précède les options stratégiques et les évaluations économiques comparatives. Après avoir étudié avec attention deux modes d'évolution différents et presque contradictoires dans lesquels sont déjà engagés les Etats-Unis et l'Allemagne, ce rapport fait une analyse de la demande française d'hydrocarbure, de gaz, d'électricité et de ses évolutions possible. |
