• Sommario/riassunto: To reach Millennium Development Goals (MDGs), countries, states or provinces must increase those inputs used to "produce" the outcomes measured by the MDGs, or increase the efficiency with which inputs are used. This study examines whether improvements in efficiency could bring gains in outcomes.
