• Sommario/riassunto: In a world where advanced knowledge is widespread and low-cost labor is readily available, U.S. advantages in the marketplace and in science and technology have begun to erode. A comprehensive and coordinated federal effort is urgently needed to bolster U.S. competitiveness and pre-eminence in these areas. This congressionally requested report by a pre-eminent committee makes four recommendations along with 20 implementation actions that federal policy-makers should take to create high-quality jobs and focus new science and technology efforts on meeting the nation's needs, especially in the area of clean, affordable energy: 1) Increase America's talent pool by vastly improving K-12 mathematics and science education; 2) Sustain and strengthen the nation's commitment to long-term basic research; 3) Develop, recruit, and retain top students, scientists, and engineers from both the U.S. and abroad; and 4) Ensure that the United States is the premier place in the world for innovation. Some actions will involve changing existing laws, while others will require financial support that would come from reallocating existing budgets or increasing them. Rising Above the Gathering Storm will be of great interest to federal and state government agencies, educators and schools, public decision makers, research sponsors, regulatory analysts, and scholars.

• Sommario/riassunto: Wolfgang Templin erzählt die unwahrscheinliche und abenteuerliche Geschichte der zweiten Gründung des polnischen Staates: Nach 123 ; Jahren der Aufteilung zwischen Russland, Österreich und Preußen ließen die Polen im November 1918 ihr Land als souveräner Staat wieder entstehen, während die drei Großmächte mit dem Ende des Weltkriegs in Niederlage und Revolution taumelten. Der Zweiten Polnischen Republik aber gab kaum einer seiner Nachbarn eine Überlebenschance. Die Zweite Polnische Republik Polen wurde in Europa als „Saisonstaat“ oder störender Raum zwischen Deutschland und Rußland betrachtet. Auseinandersetzungen zwischen extremen Linken und Rechten beförderten die Instabilität der neuen Republik. Dennoch gelang es über 20 Jahre Polen als selbständigen Staat zu erhalten. Erst der gemeinsame Überfall Deutschlands und der Sowjetunion beendete 1939 die Existenz Polens zeitweilig wieder. Wolfgang Templins Buch schildert die frappierenden Umstände der Gründung der Zweiten Polnischen Republik, ihre äußere Bedrohung durch die Nachbarstaaten wie etwa den Krieg gegen Sowjetrußland, aber auch die inneren Konflikte. Die Zeit von 198 bis 1939 war ein an vielen Fronten geführter Kampf um die Existenz Polens. Heute ist jene Zeit in Polen wieder umstritten: Es geht um die historische Deutung der Zweiten Republik, um das Aufbrechen alter Spannungen und Gegensätze, die bis vor 1939 zurückreichen. So liefert Wolfgang Templins Blick auf die Geschichte auch einen Schlüssel zum besseren Verständnis der aktuellen polnischen Auseinandersetzungen.
