This study updates the 1993 telecommunications review published by the World Bank's Operations Evaluation Department. It recommends that the World Bank reaffirm its strategy in the broader information infrastructure. This study also recommends that gaps in the current monitoring and evaluations systems be filled at both the project and global level in order to provide the necessary framework to evaluate the future effectiveness of the revised strategy.
