En France comme en Allemagne, les dispositifs d'aide aux personnes durablement privées d'emploi et de revenu d'activité ont fait l'objet d'une réforme ces dernières années, avec pour ambition d'inciter les bénéficiaires à rechercher activement un emploi. En France, le revenu de solidarité active (RSA), généralisé en juin 2009, a fusionné le revenu minimum d'insertion (RMI) et l'allocation de parent isolé (API). Visant à réduire la pauvreté et à faire en sorte que le retour à l'emploi soit financièrement attractif, il s'inscrit dans une démarche d'accompagnement des allocataires. En Allemagne, la réforme Hartz IV de 2005 a aligné le montant de base de l'assistance-chômage (ALG II) sur celui de l'aide sociale. Mesure phare de l'Agenda 2010 du gouvernement Schröder, ce nouveau régime a vocation à encourager les allocataires à rechercher activement un travail, au moyen notamment d'une politique suivie d'aide à la requalification et à la réinsertion de la part des services de l'emploi. Le présent ouvrage a pour ambition de mettre en évidence la logique spécifique de fonctionnement des deux dispositifs et d'en mesurer l'efficacité en termes de retour à l'emploi, tout en comparant plus précisément l'ampleur et la structure des groupes cibles et bénéficiaires concernés. Il permet en outre d'étudier les enjeux sociaux de la réinsertion des chômeurs en situation d'exclusion, sous l'angle de la précarité et du maintien de l'employabilité. Les résultats ainsi obtenus sont replacés dans le contexte de la stratégie d'inclusion active de la Commission européenne, puis confrontés, à titre de comparaison, aux expériences danoise, finlandaise, anglaise et australienne. |
