Nils Arne Brockmann unternimmt nun erstmalig eine empirisch-systematische Erforschung des direktdemokratischen Entscheidungsinstruments: Anhand vergleichender Fallstudien in vier Städten untersucht er die vielfältigen Initiierungsgründe und Akteurskonstellationen von Ratsreferenden. Er hinterfragt dabei ihre im Vergleich zu Bürgerreferenden negative Rezeption und entwickelt eine Analyseheuristik, die auch auf Top-down-Referenden anderer politischer Ebenen übertragbar ist. |
