Auf welche Weise und durch wen werden Bücher vor dem Druck zensiert? Wer darf Druckgenehmigungen erteilen? Mit welchen Mitteln wird der Buchhandel kontrolliert? Zu diesen und ähnlichen Fragen erließen Päpste die gesamte Neuzeit hindurch Gesetze. Im beginnenden Druckzeitalter galt alles, was im Druck veröffentlicht wurde, als Lehre – und über die Lehre wachte die Kirche. Dem Papst kam die Rolle eines obersten »Pressewächters« zu. Diese Aufsichtsfunktion äußerte sich seit dem Ende des 15. Jahrhunderts in einer Vielzahl von Gesetzen, mit denen Päpste die Presse einem engmaschigen System kirchlicher Kontrolle unterwarfen.
