La naissance de nouveaux États suite à la chute du mur de Berlin, les bouleversements qui continuent d’ébranler l’Afrique et le Moyen Orient et la survie d’anciens différends territoriaux ou frontaliers témoignent de l’importance du problème de l’établissement de la souveraineté territoriale.
