Herbert Wehners aktive Tätigkeit als Spitzenfunktionär der KPD im schwedischen Exil wird ebenso beleuchtet wie die Umstände seiner Verhaftung und der anschließende Prozess gegen ihn. Im Mittelpunkt steht Wehners komplizierte Abkehr vom Kommunismus, die endgültig mit der Zwangsvereinigung von KPD und SPD in der Sowjetischen Besatzungszone im Frühjahr 1946 vollzogen war. Da der Verratsvorwurf unbegründet war, mussten die wiederholten Versuche der SED und ihres Geheimdienstes, Wehner mit seiner Vergangenheit zu erpressen, erfolglos bleiben. Die von Ostberlin forcierte Legendenbildung um Wehners Verhalten in Schweden gibt ; zudem neue Aufschlüsse über Mechanismen kommunistischer Kaderpolitik und Erpressungsmethoden der Staatssicherheit.
