Based on the law and interpreting it in the best legal tradition and knowledge, the author examines the legal responsibility of the main 'agents' of the Unified Health System - on the one hand, the State, with its three levels of government; on the other hand, health professionals and producers of services and inputs - in order finally to dwell on the responsibility of SUS public servants.
