The theme of this report reflects a concern that has become increasingly important in the past few years. All too often, good local-level responses to HIV/AIDS-best practices, in other words-have remained local and small-scale. The many lessons learned have not been translated into bigger projects or wider coverage. This report focuses, therefore, on projects and programmes that have been able to scale up or reach out and, in doing so, have brought an improved quality of life to people living with or affected by HIV/AIDS.
