Der Europäischen Union stehen nach ihrer Osterweiterung erhebliche finanzielle Herausforderungen und Verteilungskämpfe bevor. Ziel dieser Arbeit ist es, Reformvorschläge für das Finanzierungssystem der EU anhand normativer Kriterien zu diskutieren. Nach einer Analyse der bestehenden Finanzverfassung werden Anforderungen an ein rationales Finanzierungssystem der EU formuliert. Aufbauend auf Grundlagen der Finanzausgleichstheorie werden vier Gestaltungspostulate formuliert: Gerechtigkeit, Aufgabenadäquanz, Autonomie und Transparenz. Daran gemessen zeigt das bestehende Finanzierungssystem Schwächen, es besteht also Reformbedarf. Vorschläge für Reformen innerhalb des bestehenden Beitragssystems werden ebenso diskutiert wie die Erweiterung um neue eigene Einnahmen, insbesondere eine EU-Steuer. Mittelfristig wird jedoch die Finanzierung über ein sozialprodukt-proportionales Beitragssystem befürwortet.

The virtual disappearance of the captive, the shattered, the blind, the deaf mute, the lame, lepers, the maimed, the dead and the poor from Acts poses a problem for Lukan studies. It creates a tension between two firmly held convictions about Luke's writing: that the Gospel and Acts are a unified work; and that Luke has a special concern for the poor. A fresh solution lies in tracing the intertextual links between Luke
