À l'heure de l'après-guerre froide et de la reconversion des ex-pays de l'Est à l'économie de marché. La France, l'aide américaine et la construction européenne constitue un ouvrage de référence pour tous ceux que soucie le devenir de l'Europe. Dans cette somme que forment la thèse qu'il a soutenue en 1988. sous la direction du professeur René Girault, et douze chapitres complémentaires, Gérard Bossuat analyse les mécanismes des aides américaines à la Finance, leurs conséquences intérieures, leur influence sur la politique européenne de la IVe République... Il montre combien furent malaisées, en dépit de la manne du Plan Marshall, les vastes entreprises de la reconstruction, de la modernisation et de l'intégration européenne. A travers cette histoire de l'aide américaine à la Fiance, bilatérale, puis multilatérale, économique puis militaire, on voit agir, de Jean Monnet à Olivier Wormser, Hervé Alphand, François Blocb-Lainé.
