De introductie van de Wet maatschappelijke ontwikkeling heeft de discussie over de verdeling van de verantwoordelijkheid voor de zorg een nieuw leven ingeblazen. Met de Wmo streeft de overheid naar een grotere verantwoordelijkheid van de burgers in de zorg voor zichzelf en voor elkaar.
