Das Buch ist ein kompakter Leitfaden zur schrittweisen Erarbeitung der Bedarfsplanung von Hochbauaufgaben. Großprojekte stehen durch Budget- und Terminüberschreitungen zu Recht in der Kritik der Öffentlichkeit. Doch sie sind nur die Spitze des Eisbergs.
