We welcome you to the 2019 ACM symposium on QoS and Security for Wireless and Mobile Networks (ACM Q2SWinet 2019), to be held at Miami Beach (USA). Continuing in the tradition of Q2SWinet symposium series, which have been established as well known meeting points for exchanging ideas, sharing experiences and discussing solutions among researches and professionals, this year's edition proposes an exciting program covering broad issues on QoS and security in wireless and mobile networked systems. The call for paper attracted submissions from North-America (USA and Canada), South-America (Brazil, etc.), Europe (France, Italy, etc.), Asia (China, etc.) as well as Africa, which shows the international dimension of the symposium. The program committee reviewed all papers and accepted 13 technical papers for presentation, which represents an acceptance ratio of roughly 25%. We thank all the actors of this Q2SWinet edition: firstly, authors for providing the content of the program; secondly, members of the program committee for their valuable efforts in reviewing papers and providing feedback for authors.

Utilizing a field study on felons that were within one year of completing incarceration, Pinkard analyzes the legal history, constitutionality, conflicting laws, political, and life chance consequences of felon disenfranchisement laws on African American felons and the African American community. Research and data presented in this book indicate that: felon disenfranchisement is based on moralistic beliefs, modern racism, and stereotypes about human differences and that permanent political marginalization of a particular segment of American society not only negates democracy in principle by di
