The American Library Association (ALA) staff often are asked to respond to questionsabout librarian salaries, expenditures on materials, and more generally about thetrade-offs between saving jobs and cutting service hours or reducing materialsacquisitions. One question asked is "Are libraries forced to redistribute revenue tomaintain staffing levels?" If libraries do redistribute revenue, are there elements oflibrary budgets that are inherently "protected"? And, what is the impact of retirementson staffing?To answer these questions the author investigated four components of libraryoperations:
