He was the deputy director of the Research Office of the Supreme People's Court and a first-class senior judge. He is currently a professor of law and the Dean of the Law School of Tianjin University, a member of the National Advisory Committee on the Environment, the Vice President of the China Environmental Resources Law Research Association, and the Executive Director of the Chinese Society for Environmental Science.
