The Committee on Foreign Relations, who were instructed by a resolution of the Senate of May 26, 1856, "to inquire into and report to the Senate what alterations, if any, they may deem necessary or expedient in the act entitled 'An Act To Remodel the Diplomatic and Consular Systems of the United States, ' approved March 1, 1855, so far as the diplomatic service is affected by said act," have had the same under consideration, and now report .
