• Sommario/riassunto: La Obra de Francisco Leal Buitrago recoge algunas de las principales contribuciones del sociólogo colombiano. El propósito de esta recopilación es celebrar la contribución de quien ha sido artífice fundamental del desarrollo de las ciencias sociales en Colombia y poner al alcance de las nuevas generaciones de estudiantes y académicos el conocimiento pionero producido por Leal. Los temas que ha tratado -la preocupación por el Estado y el régimen, la seguridad y las sucesivas crisis- son fieles reflejos de las épocas que ha vivido el país; no en vano sus publicaciones aún hoy forman parte del canon de la ciencia política colombiana y latinoamericana. Esta reedición es, sin duda, una excelente oportunidad , no solo para dedicar algunas reflexiones a la obra en mención, sino para darle unas palabras de agradecimiento a Francisco Leal, quien, a través de su cátedra, para unos, y de sus amplios y serios trabajos escritos, para otros, nos introdujo, familiarizó y enseñó la importancia, para las ciencias sociales en general y para los análisis políticos en particular, de la comprensión del Estado, de entender la dinámica del régimen político -con todas sus derivaciones-, los partidos políticos, el Congreso y, por supuesto, los temas militares y los atinentes a la seguridad y la defensa. No hay duda de que Leal ha sido uno de los pioneros en nuestro país en todos estos campos.Es nuestro deseo que la reedición de estos textos sea no solo un tributo al legado de Francisco Leal Buitrago, sino también una invitación a retomar y profundizar nuestro conocimiento acerca del régimen político, la formación estatal y su relación con fenómenos sociales como la violencia y las economías ilícitas.Angelika Rettberg, Laura Wills-Otero, Alejo Vargas VelásquezEdición académica y compilación.

• Sommario/riassunto: This monograph contains two individual reports: Belarus and Russia: Comradeship-in-Arms in Preempting Democracy by Dr. Vitali Silitski and Ukraine: Domestic Changes and Foreign Policy Reconfiguration by Dr. Arkady Moshes. Belarus remains the last true dictatorship in Europe, and as such, its internal and external security agenda is an abiding matter of concern to the European and Western communities. But its trajectory is of equal concern to Moscow, which has been the prime external supporter and subsidizer of the Belarussian government under President Alyaksandr' Lukashenka. But despite this support, tensions between Moscow and Minsk are growing. The brief energy cutoffs imposed by Moscow at the start of the year and Belarus' retaliation shows that not all is well in that relationship. Not surprisingly, Lukashenka has now turned back to the West for foreign support, but it will not be forthcoming without significant domestic reform which is quite unlikely. Ukraine presents a different series of ; puzzles and challenges to Western leaders and audiences. It too has suffered from Russian energy coercion, but its political system is utterly different from Belarus and in a state of profound turmoil. Therefore, precise analysis of what has occurred and what is currently happening in Ukraine is essential to a correct understanding of trends there that can then inform sound policymaking.
