"Elections: A Framework for Evaluating Reform Proposals" is an October 2001 report of the U.S. General Accounting Office. The report focuses on the constitutional and operational division of U.S. federal and state authority to conduct elections. The division of federal and state authority has resulted in great variability in the ways elections are administered in the United States. The report notes that election reform proposals must address all major components of election systems.
