• Sommario/riassunto: Die neoinstitutionalistische Kritik wendet sich gegen die durch den Keynesianismus eingeführte Möglichkeit der Defizitfinanzierung von Staatsausgaben, welche aufgrund politisch-ökonomischer Interdependenzen in westlichen Demokratien zu immer neuen und höheren Defiziten, einem wachsenden Staatsanteil und ständig steigenden Inflationsraten führt. Auf der Basis dieser Kritik wird eine Rückkehr zur Regel des jährlichen materiellen Haushaltsausgleichs gefordert. Die vorliegende Arbeit setzt sich kritisch mit der neoinstitutionalistischen Analyse und der Forderung eines jährlichen Budgetausgleichs auseinander. Der Autor relativiert diese Forderung durch allokative und stabilisatorische Argumente und schlägt ; Ergänzungsregelungen vor.
