Sommario/riassunto

Finanzierungsprobleme der Sozialversicherung und hier insbesondere der gesetzlichen Krankenversicherung (GKV) und der sozialen Pflegeversicherung (SPV) stehen seit geraumer Zeit im Mittelpunkt des wirtschafts- und sozialpolitischen Interesses. Diskretionäre Maßnahmen zur Vermeidung von steigenden Beitragssätzen prägen die letzten Jahre. Bedingt durch Gemeinsamkeiten auf der Ausgaben- bzw. Leistungsseite und annähernd gleichen Beitragssystemen unterliegen GKV und SPV derzeit und auch zukünftig fiskalischen Problemen.
