Cette étude se propose d’analyser – principalement sur la base de sources turques de l’époque – les modalités d’un processus d’aménagement caractérisé par une contradiction permanente entre projet urbain et dynamiques urbaines de facto, durant la période 1919-1950. Pour chaque moment successivement distingué (quatre en tout : 1919-1923, puis 1923-1928, 1928-1938 et enfin 1938-1950) on s’efforce de prendre en compte à la fois le contexte, les acteurs et les expressions concrètes du processus. Au lendemain de la Première Guerre, Ankara est un modeste chef-lieu au cœur de l’Anatolie occidentale, qui ne compte pas plus de 20 000 habitants. Entre 1923, date de la promotion officielle en tant que capitale, et 1928, aucune « politique d’aménagement » cohérente, n’est impulsée. Si le pouvoir municipal est consolidé, le faible degré de coordination entre les parties prenantes (ministères/municipalités/acteurs privés) empêche toute réalisation effective. Les cadres du nouvel État ne trouvent pas à se loger décemment. Face à ce malaise, les autorités se résolvent à organiser en 1927 un « concours international », afin de doter Ankara d’un « plan d’aménagement » général et prospectif. En parallèle est créée en 1928 une « Direction à la Construction de la ville d’Ankara », instance dépendante du ministère de l’Intérieur. La décennie 1930 s’individualise comme celle où, relativement, le volontarisme est le plus net. Mais les moyens engagés restent insuffisants. catégoriels. En 1950, sur une population officielle de près de 300 000 habitants, la moitié au moins est mal-logée. L’État préfère investir dans des opérations de prestige, alors que la municipalité n’a pas les moyens de faire face en matière d’adduction égalitaire d’eau. Au total, le cas d’Ankara illustre de façon frappante le divorce entre l’urbanisme de projet et l’urbanisation réelle, entre la ville rêvée/planifiée et la ville effectivement produite. |
